I hope that I picked the right place to ask, but earlier today I was walking to the library on my college campus and saw that someone had drawn these symbols on the sidewalk in chalk together.

The chalk drawings led to a green cloth with a bowl with rocks and other trinkets. It has a sign beside it telling people to feel free to take something for luck.
Does anybody know what these symbols may mean together?

The seven pointed star is European I believe, found in alchemy symbolising seven planets and seven days of the week. It is called heptagram.
Also in late years it got name of elven-star and was symbol of some otherkin communities of elves, who were saying that it is five pointed star with wings, symbolizing winged human. That is probably what you're more likely to find on internet.

The other set of symbols is unknown to me.

The Heptagram is older than European culture. It found its popularity in Jewish Mysticism, but I suspect it to be as old as Egyptian and Mesopotamian cultures.

Yes, that's possible, since pentagram is definitely that old (if not older) and both are mathematical, just like other similar stars.
